People are like systems in equilibrium, subject to several constraints
When someone does not behave to your taste, you are tempted to add a constraint to make per change per behavior. This would add to the forces and make the system less stable (like incentive). Think instead of what force make per behave that way so that you can remove some forces instead of adding some to reach the new equilibrium.
