Why Conscious Nudging Is Worse Than Unconscious Nudging?

why conscious nudging is worse than unconscious nudging?

In some discussion, I hear from people that political people use nudge methods and that is bad. Yet, they don’t want to admit that, whether they want it or not, all of our action tend to nudge other people. For instance, you always propose a choice with a first choice, then a second and then a third etc. nudge theory suggests that people will be more akin to choosing the first choice. So why is it bad to decide in which order to propose the choice, since people will be nudged either way?
