1. put a sim card in the device
2. disable wifi
3. associate the device with your Mi account
4. go to the developer option
5. status of mi unlock
6. click on add device
7. download on PC the mi unlock program
8. start the device on power on/volume down -> fastboot
9. plug the device
10. run the program

1. wait for 360 hours (a.k.a 15 days)
