Ca-Certificate Badly Installed on Armv7
Fleetingca-certificates badly installed on armv7 using cross build in docker with qemu.
Somehow, the c_rehash hook appear not to be triggered. Then add the `&& c_rehash` after installing ca-certificates to fix this.
